Detail of Suo Motos taken in Pakistan:

Since 2009 the SC has taken up cases involving over Rs400 billion and has saved tens of billions of the national exchequer, which had almost gone to the pockets of powerful and mighty. This figure is apart from NRO cases that involve another Rs175 billion looted money.

The NICL Scam: Over a letter of the Transparency International, the SC took a suo moto notice of dubious purchases worth Rs5 billion by the National Insurance Company Limited (NICL) of which most of the amount has been recovered.

Haj Scam: The SC also took a suo moto notice of the corruption in the Haj arrangements and a federal minister is in jail now-a-days in that corruption case. The FIA is trying to dodge the apex court in multi-billion scandals relating to the Haj operation, which, besides others, also includes the alleged involvement of prime minister’s son Abdul QadirGilani.

RPP case: The Supreme Court also saved around Rs455 billion through its judgment in the Rental Power Plants (RPPs) case. During the hearing of the RPPs case, in pursuance of the orders passed by the apex court from time to time, a sum of Rs8,689,224,000 (rupees 8 billion 689 million 224 thousand) was recovered from the RPPs on account of advance payments and interest, whereas, proceedings for recovery of interest amounting to Rs445,496,000 (rupees 445 million 496 thousand) from Young Gen and the interest from Reshma are still pending.

Bank of Punjab case: During the Musharraf regime, Haris Steel owners in connivance with the then BoP President Hamesh Khan took a financial facility of Rs8.6 billion on fakecollaterals, bogus documents and fraudulent companies. CJ Iftikhar Muhammad Chaudhry after his restoration on March 16, 2009 took up the mega corruption scandal and ordered confiscation of assets of the looters and a considerable amount has so far been deposited with the BoP. The amount has been recovered.

When dozens of innocent people were being killed in Karachi daily, and the Gilani government was doing nothing it was again the SC who took a suo moto notice of the incident and CJ along with two other members of SC went to Karachi and heard cases their.

Another suo moto notice was taken over the public lynching of two brothers in Sialkot. The accused of that incident have been awarded with death punishment and imprisonment.

Evacuee Trust Property Board case: The CJ through a suo moto action blocked controversial sale of 240 acres worth billions of rupees for peanuts Karachi land of Evacuee Trust Property Board. The report, which appeared in The News, had also revealed that almost each and every inch of the total 2,380 acres of state-owned land, belonging to the Evacuee Properties Trust (EPT) Board in Karachi worth a whopping Rs60 billion, has been grabbed by the land mafia.

Sindh land allotment cases: The Supreme Court took suo moto notice of the regularization of 50 acres of Karachi land at throwaway prices that led to the immediate cancellationof the allotment.

Federal Government Housing Foundation land scam: The CJ also took suo moto notice on a column of Daily Jang regarding illegal allotment of government plots for peanuts by the Federal Government Housing Foundation besides the controversial purchase of over 2,000 kanals of land in the suburbs of Islamabad for government housing scheme.

Punjab land allotments: The court directed the Punjab Board of Revenue to produce all cases of allotments made by the government during the last four-five years amid reports that thousands of acres of land was doled out to favourites.

Steel Mills scandal: The CJP took suo moto notice of the loot and plunder of this national institution including PSM which involves a loss of Rs22 billion to the public sector enterprise.

New Murree Project: The SC also ordered end of New Murree Project, Rs 60 billion project, which was a man-made disaster for entire forest range of Murree.

Following the demand of MQM’s Chief Altaf Hussain the SC also took up the matter of written off loans and directed the State Bank of Pakistan to submit the list. The list of SBPstated that loans worth Rs256 billion have been written off in last 38 years since 1971.

Pakistan Cricket Board: The SC also took a suo moto notice of embezzlement of Rs7 billion by Pakistan Cricket Board and has directed the board to submit its report.

The Supreme Court also did not spare plaza owners of Lahore and ordered dismantling of illegally constructed plazas.

Sugar price issue: After cartelisation of sugar mafia and unprecedented hike in sugar price, the apex court took suo moto notice and after hearing and analysing the whole sugar marketing process, fixed the sugar price at Rs40 per kg and ordered federal and provincial governments to take all necessary steps to ensure the sale of sugar in the whole country on the price as decided by the Supreme Court.

Musharraf’s electricity theft case: After disclosure of theft of electricity of lakhs of rupees by ex-military dictator General Pervez Musharraf and some other influential residents of Islamabad’s Chak Shahzad farmhouses, Chief Justice Iftikhar Muhammad Chaudhry took suo moto notice and ordered inquiry.

Alleged corruption of former Attorney General and now Governor Punjab Latif Khosa: The SC took up the case of alleged corruption of former attorney general Latif Khosa on the application and affidavit of a citizen. The citizen had alleged that Latif Khosa had taken bribe of Rs3 million from him for influencing a court decision. SC has referred this case to Pakistan Bar Council.

Murree Gas Pipeline Project: The CJ also took a suo moto notice of alteration in Murree gas pipeline project which was to benefit Hamza Shahbaz Sharif son of Punjab chief minister who had constructed a bungalow at Dunga Gali. This alteration was costing Rs750 million along with destruction of thousands of trees. Another suo moto action was taken over extension of Canal Road Lahore where hundreds of trees were being cut to facilitate the elites. The Supreme Court also took notice of public flogging of a girl in Swat.

Another important case of promotions of 54 officers of grade 21 was also heard by the SC. On the orders of Balochistan High Court a murder FIR has been lodged against Gen (retdPervez Musharraf. Though it was the duty of the executive and parliament to catch the alleged murderer but he was facilitated in running away from the country. Besides these cases dozens of suo moto notices for recovery of abducted persons have also been taken.

A taxing uplift budget
Highlights of Budget:
The new government Wednesday unveiled what it termed ‘an investment and business friendly’ budget with a total outlay of Rs3.591 trillion for the financial year 2013-14, 21% up from the revised figures for 2012-2013 budget.
The budget is expected to be funded partially by tax revenues of around Rs 2.75 trillion rupees.
Finance Minister Senator Ishaq Dar, who presented the deficit budget in the National Assembly without any usual voices and shouting by the opposition, said that the government’s objective was to make tax-evaders pay taxes, and widen the tax net. 
As the burden of circular debt has witnessed a whopping increase of 250% to reach Rs14,284 billion, the focus of the budget is spurring growth by stabilisation of the economy, cutting down on non-development expenditures, enhancing productivity and overcoming the energy crisis, which has been costing the country 2% of GDP annually, by bringing down subsidies and gradually increasing electricity tariff for all consumers.
The budget projects fiscal deficit at 6.3% (Rs1,651), GDP (gross domestic product) growth rate at 4.4%, inflation 9.5% while revenue target has been set at Rs2.475trillion. Rs1.155 trillion have been allocated for national development, Rs926 billion for debt servicing, Rs225 billion for energy sector development and Rs75 billion each for Income Support Fund and human resource development.
The General Sales Tax (GST) has been proposed to increase from 16 per cent to 17, a decision which is going to further raise the prices of commodities for the people already battered by the worst price hike. There is no increase in government employee salaries. However, pension of federal government employees has been increased by 10%, while the minimum pension has also been raised from Rs3,000 to 6,000.
A new 0.5% levy has been imposed on movable assets, while ‘adjustable’ withholding tax has been imposed on wedding ceremonies, and foreign films and dramas. Tax rate on cigarettes and cold drinks has also been increased. Every intending Haji will also have to pay Rs5,000 tax. An additional 5% sales tax has been imposed on commercial and industrial electricity account holders who are not registered as tax payers. Tax on cash withdrawals from banks has been raised to 0.3%.
Tax on vehicles has also been increased, however, a 100% exemption from all duties and taxes has been granted on import of eco-friendly hybrid cars of up to 1200cc. Despite the weak economic growth, high inflation, dwindling foreign exchange reserves and unprecedented power cuts, the new budget earmarked 627 billion rupees ($6.3 billion) for defence, a 10% increase compared to 570 billion rupees in the outgoing year.
Dar said in his budget speech that the government inherited a battered economy and the average rate of inflation stood at 13% in last five years. 
He promised that the government would focus on economic growth, resolve energy crisis, reduce fiscal deficit and tackle public debt for putting economy back on track. Drawing a grim picture of the economy suffering from subsidies, foreign debts, energy crisis and bad governance, he underlined the need to put an end to subsidies and reliance on others, adding that self-reliance could not be achieved without ending subsidies.
The minister said that GDP growth remained below 3% and if compared with the population growth of about 2%, the real growth would stand at just 1%. He said that inflation has remained at 13% which is highest during the past 4 decades while the foreign exchange reserves have fallen from $11.1 billion to $6.3 billion. The minister said that it seemed the country was being run on autopilot over the last five years.
He, however, expressed the hope that Pakistan would regain its lost glory, vowing that the government would ‘turn the tide’. “We are starting our journey from very precarious situation, however, the bad condition of economy has boosted our courage to lead it towards its desired heights of sustainability,” he said. The previous government, he said, had not looked after the economy in accordance with the national interests. The minister said that the nation has made better accountability by rejecting those who did not deliver in past five years. “We need self-reliant economy to run the affairs of the country,” he said, adding that the government would not involve in over-spending like the previous government.
Dar said that the government was hoping to save Rs 40 billion through an austerity drive that entails freezing of secrets funds for all ministries and departments as well as by discouraging the VVIP Culture. “The Prime Minister’s discretionary fund and secret funds of all government departments, except for national security agencies, have been frozen and scrapped,” Dar announced. The minister added that all ministers’ discretionary funds had also been scrapped, and that the expenses of the PM House will be brought down by over 40%. He also proposed ban on purchase of new vehicles for Prime Minister Office.
He was of the view that doing business was not the job of the government so it would make the private sector centre of economic activities and introduce reforms in the market system. He said the government however would do intervene in those sectors where private sector has limitation particularly in education, health, population and huge infrastructure development sectors.
The finance minister said the government is introducing the concept of a medium term plan for improvement of economy. According to Medium Term Macroeconomic Framework (MTMF), Gross Domestic Product (GDP) rate would be increased to 7% in next three fiscal years (2013-14 and 2015-16), inflation will be brought down to single digit, investment to GDP will be increased to 20% and fiscal deficit will be reduced to 4%.
Dar said the circular debt will be resolved in 60 days, as he requested to all consumers to pay their bills on time. “We will evaluate the allotment of subsides, 3G licenses will be sold in a transparent within the current fiscal year” and foreign exchange reserves will be raised to $20 billion in three years. He also announced that employment opportunities will be created in the private sector. There will reforms in state owned enterprises. The first step is to appoint professional managers who will be appointed on the basis of merit.
Dar announced that steps should be taken to set up a system which collects taxes from those who do not pay them. 
In an announcement welcomed by the house, the finance minister said that the government had planned to grant 100 per cent exemption all duties and taxes to imported eco-friendly hybrid cars up to 1200cc.
He said that adjustable withholding tax is being introduced on wedding ceremonies, and foreign films and dramas while income tax laws will be reformed. A new 0.5% levy to be imposed on movable assets, will be channelled to Income Support Programme, he said, adding that he would introduce the levy by volunteering himself. He further announced that commercial and industrial electricity account holders will be charged an additional 5% sales tax if they are not registered tax payers. When they are registered this increase will be withdrawn, he added.
According to finance minister, “Budget is a part of medium-term economic framework.” An amount of Rs21 billion allocated to the health sector for programmes of immunisation, mother child care, family planning, reduction of blindness, and other national programmes, while Rs8 billion have been allocated for social welfare. The federal government, he said, would also assist the provinces in population welfare projects.
Calling human resource development vital for the national economy, he said total allocations for development of human capital would be Rs57 billion and Rs18 billion is allocated for higher education. According to a study, number of students in higher education will increase from one million to 1.2 million and 6,200 scholarships would be provided to bright students.
The government has earmarked Rs78 million for the Human Rights Division in Public Sector Development Program (PSDP) for the year 2013-14. Rs5 billion have been allocated for Tameer-e-Pakistan Program. The minister said that Income Support Fund will continue and the amount, with an increase of 80%, will be increased to Rs75 billion. He however said they would make some changes to the programme so people do not become dependent on it.
The finance minister also announced a programme for youth and other initiatives of Rs115 billion that includes Prime Minister’s Youth training programme, prime Minister’s Youth Skill Development programme, Small business Loans Scheme, Prime Minister’s Scheme for Provision of Laptop, Fee Reimbursement Scheme for less developed areas, Prime Minister’s Micro Finance Scheme, Prime Minister’s Housing Scheme and Public Works Programme for parliamentarians.
While describing the salient features of Public Sector Development Programme (PSDP), he said Pakistan has abundant water resources and it inherited a countrywide system of irrigation and dams at the time of partition, followed by building of Mangla and Tarbela dams which are lifeline of economy. The government has allocated Rs59 billion for water projects including expansion of Mangla and Tarbela dams, Diamer-Bhasha Dam, Gomal Zam Dam and various other dams and irrigation projects, he added.
The minister informed the House that Rs225 billion have been allocated for energy sector in which Rs160 billion was allocated in the PSDP and Rs65 billion revenue would be generated by Gencos and Discos. Funds have been allocated for Neelum Jhelum Dam, Thar coal, Chashma nuclear power plant, modernisation of power stations and building of grid stations, he added.
Ishaq Dar expressed disappointment that during the last five years, investment in industrial sector decreased and the sector grew on average only 1.8%. The industrial sector is the mainstay of the economy and engine of economic growth and job creation, he said adding, laws would be improved to make the export processing zones more attractive for investors and Special Industrial Zone in Gwadar would be given more incentives. For the Textile Industry Division projects, he said, Rs315 million have been allocated.
Referring to the building of unprecedented Islamabad-Lahore Motorway by the PML-N government in 1997-99, the finance minister said Rs63 billion have been allocated for building of highways and roads. He said roads in far flung areas, link roads and farms to market roads are essential to create economic opportunities and alleviate poverty. One of the government’s main strategic project would be to link Gwadar Port to the Northern Areas making Gwadar a gateway to Central Asia and access point for markets of Europe, the Minister said.
He said Rs31 billion was allocated for railway to improve a mode of transportation, which was remarkable at the time of partition, but now it is in shambles. He earmarked Rs31 billion for Pakistani Railways. He added that work on Karachi Circular Railway is underway with the assistance of Japan and it will be completed soon. 
The newly-elected government of Prime Minister Nawaz Sharif has presented its first budget in record time of less than a week. Government sources claimed no additional taxes have been levied on the masses.

تاہم ان کی جماعت کی طرف سے احتجاجی صلاحیتیں دیکھنے کے لائق ہوں گی ،جوکہ اقتدارکی سیاست کیلیے لازم ہے، ان کی جماعت اس ضمن میں اپنی اتحادی جماعت اسلامی سے کافی کچھ سیکھ سکتی ہے، جماعت کی طاقت بھی 11مئی کے انتخابات کے بعدسے کئی دھرنوں کے باعث اس میدان میں بظاہرکم ہوتی جارہی ہے۔اس کے باوجودوہ 1977ء کی پی این اے کی تحریک اور1984ء میں یونینوں پرپابندی کیخلاف طلبہ تحریک کے تجربات سے کچھ اس کے ’شیئر‘ کرسکتی ہے۔

2013 کے انتخابات میں مسلم لیگ (ن) کی کامیابی کے بعد نواز شریف نے تیسری بار وزارت عظمی کا تاج اپنے سرپر سجایا۔

اسپیکر قومی اسمبلی سردار ایاز صادق کی سربراہی میں قائد ایوان کے انتخاب کےلئے اجلاس ایک گھنٹے تاخیر سے شروع ہوا۔ اجلاس کے آغاز پر اسپیکر سردار ایاز صادق نے جے یو آئی (ف) کے سربراہ  مولانا فضل الرحمان سمیت چار نومنتخب اراکین اسمبلی سے حلف لیا۔ اسپیکر ایاز صادق نےاجلاس کے تاخیر سے شروع ہونے اور پریس گیلری میں غیر متعلقہ افراد کے داخلے پر میڈیا سے معذرت کی۔
اسپیکر نے ارکان اسمبلی کو ہدایت کی کہ وہ ایوان میں آجائیں تاکہ قائد ایوان کا انتخاب کیا جاسکے، مقررہ وقت کے بعد ایوان کے دروازے بند کردیئے گئے جس کے بعد انتخاب کا مرحلہ شروع ہو گیا۔ قومی اسمبلی میں وزیراعظم کا انتخاب اراکین اسمبلی کی تقسیم کے ذریعے کیا گیا۔ نواز شریف کو ووٹ دینے والے اراکین قومی اسمبلی کو لابی اے ، مخدوم امین فہیم کی حمایت کرنے والے لابی بی میں جبکہ جاوید ہاشمی کے حمایتی ارکان کو لابی سی میں جانے کی ہدایت کی گئی۔ انتخابی عمل مکمل ہونے کے بعد اسپیکر نے نتائج کا اعلان کیا جس کے مطابق مسلم لیگ (ن) کے نواز شریف 244 ووٹ لے کر قائد ایوان منتخب ہوئے جبکہ مخدوم امین فہیم نے 42 اور جاوید ہاشمی نے 31 ووٹ حاصل کیے۔نومنتخب وزیراعظم نوازشریف آج شام ایوان صدر میں اپنے عہدے کا حلف اٹھائیں گے۔
نواز شریف کو قائد ایوان منتخب ہونے کےلئے 172 ارکان کی حمایت درکار تھی ایوان میں ان کے ارکان کی تعداد 174 ہے تاہم ایم کیوایم، جمعیت علمائے اسلام(ف)، مسلم لیگ فنکشنل، قومی وطن پارٹی، جماعت اسلامی اورعوامی نیشنل پارٹی، آزاد رکن جمشید دستی اورفاٹا کے آزاد اراکین نے بھی  قائد ایوان کے لئے نواز شریف کو ووٹ دیا۔
نواز شریف 1981 میں ضیا دور کے دوران پنجاب کی صوبائی کابينہ ميں بطور وزيرخزانہ شامل ہوئے، 1985 میں ہونے والے غیر جماعتی انتخابات ميں نواز شریف قومی اور صوبائی اسمبلي کی سيٹوں پرکامياب ہوئے تاہم انہوں نے 9 اپريل 1985 کو پنجاب کے وزيراعلٰی کی حيثيت سے حلف اٹھايا،  31 مئی 1988ء کو جنرل ضياءالحق نے جونیجو حکومت برطرف کردی تاہم نواز شريف کو نگران وزیراعلٰی پنجاب کی حیثیت سے برقرار رکھا گیا۔ نواز شریف 1988کے انتخابات ميں دوبارہ وزیراعلٰی منتخب ہوئے،نومبر 1990کو نواز شريف پہلی بار ملک کے وزيراعظم منتخب ہوئے تاہم وہ اپنی 5 سال کی مدت پوری نہ کر سکے اور اس وقت کے صدر غلام اسحاق خان نے ان کی حکومت برطرف کردی۔
نواز شریف کی وزارت عظمیٰ کا دوسرا دور حکومت 1997 کے انتخابات کے بعد شروع ہوا جب  ان کی جماعت بھاری اکثریت سے کامیاب ہوئی، اکتوبر 1999ء میں نواز شریف نے اس وقت کے فوج کے سربراہ پرویز مشرف کو ہٹا کر نئے فوجی سربراہ کی تعیناتی کی کوشش کی لیکن فوج نے  ان کی حکومت کا تختہ الٹ کر انہیں اوران کے بھائی شہبازشریف کو حراست میں لے لیا اوران پر طیارہ سازش کیس کا مقدمہ چلا کر انہیں عمرقید کی سزا سنادی گئی تاہم دوست ممالک کی مداخلت کے بعد پرویزمشرف نے انہیں جلاوطن کرکے 10 سال کے لئے سعودی عرب بھیج دیا۔
نواز شریف اپنے خاندان کے ہمراہ جلاوطنی کے بعد 25 نومبر 2007ء کو لاہور پہنچےتاہم 2008 کے عام انتخابات میں انہیں حصہ لینے نہیں دیا گیا، 2013 کے انتخابات میں مسلم لیگ (ن) کی کامیابی کے بعد نواز شریف نے تیسری بار وزارت عظمی کا تاج اپنے سرپر سجایا۔

The election frenzy is over and the country is on its way to the first historic handover of one democratic government to another, reviving a new hope and vision for Pakistan. Accordingly, time is most apt for suggesting reforms in the law that will go a long way to deal with an already crippled economy. Pakistan is faced with a most critical balance of payments deficit in years. The existing infrastructure, growing energy crisis, unprecedented levels of corruption, costly war on terror and security situation have only led to further problems and discouraged local as well as foreign investment. Although, the investors primarily look at economic viability before taking the decision to invest, they also take the legal viability of a venture into account to ensure the protection of their investments and rights in any given economy before they actually invest. So, it is safe to conclude that an attractive legal infrastructure, which provides a variety of flexible business models to choose from and caters to the needs and demands of different investors is of great importance to an investor.Against this backdrop, Pakistan as of now only has four major business and organisation models for investors to choose from, namely:iTo incorporate as a ‘company’ under the Companies Ordinance  1984; iTo register as a ‘society’ under the Societies Registration Act 1860;iTo form a ‘partnership’ under the Partnership Act 1932;iTo set up a ‘trust’ under Trust Act 1882. Doing business as a sole proprietor though is possible, but it is hardly ever a business model for investors with a big agenda.In my opinion, these traditional forms of business models are not adequate to accommodate the existing realities prevailing in the world today. As investors tend to avoid risks and/or minimise them, they value greatly the concept of ‘limited liability’ that, unfortunately, is only available to companies under Pakistani law. We are still far behind in the world as regards extending this cover to partnerships and this lag is proving to be one of the more pressing obstacles in fuelling innovation, growth and development in the economy. This is because by not incorporating the concept of Limited Liability Partnerships (LLPs), we are not allowing a suitable and attractive business model for smaller and medium scale investors, who may not wish to incorporate a company and attract all its formalities; but who may still be prepared to invest in smaller more innovative ventures if their liability was somehow ‘limited’ to the investment they would make. The only way this could happen is by embracing, as the world has, the LLP model.LLP is a partnership in which all partners, except at least one, have limited liabilities. In addition to that the registrar of companies usually also maintains the register for LLPs. It, therefore, exhibits elements of both, partnerships and companies.Furthermore, in LLP, a partner is not responsible or liable for another partner's misconduct or negligence. This is an important difference from the traditional unlimited partnerships, in which each partner has joint and several liability. Unlike corporate shareholders, the partners have the right to manage the business directly. Also, LLP contains a different level of tax liability from that of a company. It, however, should be noted that LLPs are distinct from Limited Partnerships (LP) in some countries, which may allow all LLP partners to have limited liability (Source: Wikipedia). Many countries are now adopting and accommodating this model of business in their legislative framework to attract investment from the smaller and medium scale investor, who will be more likely to invest in smaller but more innovative ventures if their assets are secured. In India for example, the Limited Liability Partnership Act was passed in 2008. The concept also exists in other countries, including Kazakhstan, UAE, USA, Canada, Greece, China and Japan. In UK, Act to that effect was passed in 2000 and in England and Wales alone, the number of registered LLPs as of March 31, 2013, was 53,472 (Source: Companies House Enquiries, UK).With the Nawaz government now stepping in and taking centre stage, it is hoped that they would hold true to the pro-business community perception that PML-N has and would pay urgent heed to the reform of law of business organisations in Pakistan. Hence, to inculcate the concept of LLPs so that the dying economy can have the necessary injections for immediate resuscitation that only innovation can bring forth.

Nawaz Sharif will Take Oath of PM...!


Nawaz to take PM oath tomorrow

PML-N President Nawaz Sharif all set to be elected as Prime Minister of Pakistan tomorrow (Wednesday) and will take oath the same evening. 

President Asif Ali Zardari will administer the oath to Mian Nawaz Sharif.

Polling will be held in the national assembly for election of the leader of the House and Muslim League-Nawaz (ML-N) president Nawaz Sharif is certain to get elected as leader of the House. The election of the Prime Minister would be through division. 
Following election of the leader of the House, Mian Muhammad Nawaz Sharif will take oath as prime minister in the presidency. The oath-taking ceremony of the newly elected prime minister will be held at 5.00 P.M.
Invitation letters for the oath-taking ceremony have been issued by the presidency. Parliament members, superior court judges, chiefs of the armed forces, diplomats and other dignitaries will be attending the ceremony.

MQM to vote for Nawaz Sharif

The Muttahida Qaumi Movement (MQM) announced on Monday that it would extend unconditional support to Mian Nawaz Sharif for the election of the new prime minister on June 5.
qThe decision, it said, has been taken in the larger national interests.
The statement said that MQM chief Altaf Hussain has also ratified the coordination committee’s decision to vote for Nawaz Sharif.

Pakistan National Assembly Speak and Deputy Speaker


SLAMABAD - PML-N nominees Sardar Ayaz Sadiq and Murtaza Javed Abbasi were elected speaker and deputy speaker of the National Assembly respectively on Monday.Both the Pakistan Muslim League-Nawaz (PML-N) candidates bagged 258 votes each out of the total 312 votes polled in secret ballot by members of the newly elected assembly.

I'd like to begin by saying that I hope you don't mind a citizen coming forward to talk to you, and hopefully get some answers for matters that weigh on the heart and souls of many Pakistanis across the country.
Were we surprised that you'll be staying onChief Minister of Punjab? Not really, it makes sense - you would need to oversee the ongoing projects and development that has already started a cycle of conversation and given your party the right to rule with a simple majority for the next five years. Did we hope that perhaps health, education and other important matters would be pulled into federal interests again and you would be directly overseeing that? Yes. I was most definitely looking forward to that- even your harshest critics cannot deny the on ground presence you have.
However, I would like to question a few things. PML-N traditionally has not been a strong voice as far as secularism, tolerance and women's rights are concerned. This is not to say that women do not show up at your rallies, or take part as MNA's and MPA'sfrom PML-N, they most certainly do. I know a few my self personally, and one woman in particular in the Chakwal District who has dedicated most of her time to the people who she represents. So much to say, household staff in that house are not allowed to stop anyone coming into see her no matter what time of the day or night, because she feels people who vote for her have a right to talk to her whenever they choose.
Maryam's presence in the election campaign showed that perhaps PML-N is softening up to the women's representation and voice?And Marvi Memon being a part of PML-N is an even stronger presence and voice for women's issues to be addressed. She was a strong leader in the bill being passed for Acid Prevention Bill and if one follows her Tweets long enough, you know she's always on the move. I may not necessarily agree with the Urdu/Sindhi to Roman English spelling she some times uses, but I find her accessible, and reasonable and most importantly, educated.
Does this mean perhaps more attention will be given to women's issues in this country? We can only hope.
In this past year I my self have suffered the wrath of being "just a woman" in this country where I have been educated, learnt to drive, have voted, have paid taxes and began my career. In the Union Council in Karachi, I was unable to submit paperwork for my father's death certificate because "only a son can sign on the official paper work" - my argument clearly being, what exactly do people do with dead fathers paperwork who have no sons? I was advised by Union Council 10 of Karachi to have my driver as the "male" representative of the family to whom the paperwork would be issued. I hope no one else has to go through that humiliating process where your own Union Council degrades you as a woman.
Not only that, in a country where women have the right to vote since its inception - and can and have held public office up to the highest degree of a prime minister, but the late Benazir Bhutto also could not have been a member of certain private recreational clubs. Of course the argument to that would be, that private clubs are not of governmental jurisdiction, but gender equality throughout the country in every matter most certainly is.
And one thing I would think is one of the top priorities in the country is the health reforms. Since it's been moved to a provincial level, it's really upon the chief ministers to make things happen. I know as a first hand account of someone who approached you in the open forum you used to have in Minar-e-Pakistan to talk to the public, and how she managed to get money together from the Government of Punjab to help her critically ill husband who serves in the Punjab Police, for a liver transplant in India.
There is a requirement of 1200-1600 liver transplants in Pakistanevery month due to the scarily rising number of Hepatitis patients, and as Dr Faisal Dar's Liver Transplant program in Islamabad which is in it's infancy stages can only take care of two to three patients a month, the rest go to India, primarily Delhi, and China for their healthcare needs.
Each transplant costs roughly between 17-24 lakh Indian Rupees - say an approximate $35,000, so there is a foreign exchange bleed of roughly 1500 patients x $35,000 which is $52,50,000 every month to India and China. I speak to you as a medical attendant of a liver transplant patient, and want to know why I couldn't have this life saving procedure in my own country?
How is it possible that this is overlooked as a nationwide health reform? There are various charity hospitals dotted through out the country that provide free health care from cancer patients to eye care and every illness in between, but when will there be a regulatory authority for the various private medical facilities that do not meet hygiene or medical care standards even for animals?

قومی اسمبلی کے نو منتخب ارکان نے حلف اٹھا لیا


گیارہ مئی کے عام انتخابات کے بعد پاکستان کے ایوانِ زیریں یعنی قومی اسمبلی کے نو منتخب اراکین نے حلف اٹھا لیا ہے۔
پاکستان کی نئی قومی اسمبلی کا افتتاحی اجلاس سنیچر کو پارلیمان ہاؤس اسلام آباد میں ہوا۔
اسمبلی کی رکنیت کا حلف اٹھانے کے بعد اراکین اسمبلی نے باری باری رجسٹر پر دستخط کر رہے ہیں۔
افتتاحی اجلاس سے خطاب کرتے ہوئے ڈاکٹر فہمیدہ نے نومنتخب ارکان کو مبارکباد دی۔
افتتاحی اجلاس کے لیے صبح دس بجے کا وقت مقرر کیا گیا تھا، لیکن یہ اجلاس دو گھنٹوں کی تاخیر سے شروع ہوا۔
قومی اسمبلی کے پہلے اجلاس کے موقع پر اسلام آباد کے ریڈ زون کو سیل کردیا گیا تھا اور سکیورٹی کےسخت انتظامات کیے گئے تھے۔
پولیس اور رینجرز کی بھاری تعداد کی تعیناتی کے ساتھ ہیلی کاپٹرز کے ذریعے فضائی نگرانی کی جا رہی تھی۔
ملک کی جمہوری تاریخ میں یہ پہلا موقع ہے کہ جب ایک جمہوری حکومت سے دوسری حکومت کواقتدار منتقل ہو رہا ہے۔
پاکستان کے الیکشن کمیشن نے قومی اسمبلی کے 333 اراکین کی کامیابی کا نوٹیفکیشن جاری کیا ہے۔
قومی اسمبلی کے نئے سپیکر اور ڈپٹی سپیکر کا انتخاب تین جون کو خفیہ رائے شماری کے ذریعے کیا جائے گا اور اسی روز ایوان کے نئے قائد کے انتخاب کے لیے کاغدات نامزدگی داخل کیے جائیں گے۔
ملک کے نئے وزیر اعظم کا انتخاب پانچ جون کو عمل میں آئے گا۔ تین سو بیالیس ارکان کے ایوان میں مسلم لیگ نون سب سے بڑی جماعت بن کر سامنے آئی ہے۔
قومی اسمبلی میں خواتین اور اقلیتوں کے لیے مخصوص نشستوں کی الاٹمنٹ کے بعد مسلم لیگ نون کو سادہ اکثریت حاصل ہے، اور پارٹی نے اپنے سربراہ میاں نواز شریف کو وزیراعظم کے عہدے کے لیے نامزد کر دیا ہے۔
میاں نواز شریف، 13 سال، 8 ماہ بعد قومی اسمبلی کے ایوان میں بطور رکن آئے اور پاکستان کی تاریخ میں وہ پہلے شخص ہوں گے جو تیسری بار وزیراعظم کا عہدہ سنھبالیں گے۔
اس سے پہلےسنیچر کو اسلام آباد ایئر پورٹ پر میڈیا سے گفتگو کرتے ہوئے میاں نواز شریف کا کہنا تھا کہ گیارہ مئی کو عوام نے اپنا بھر پور کردار ادا کیا۔
انھوں نے کہا کہ ملک میں انتخابات کے ذریعے تبدیلی آ رہی ہے۔
مسلم لیگ نواز کے سربراہ کے مطابق وہ پاکستانی قوم کے شکر گزار ہیں جس نے انھیں ایک بار پھر ملک کی خدمت کا موقع دیا۔
پاکستان کی سابق حکمراں جماعت اور حزب اختلاف نے گذشتہ پارلیمان ميں کئي اہم قوانين اتفاق رائے سے منظور کیے۔ ليکن يہي قومی اسمبلي ملک کو درپیش کئي اہم مسائل کو حل کرنے کے ليے جامع اور قابل عمل تجاویز دینے میں ناکام رہی۔
اس لیے عام لوگوں کے ذہنوں میں سوال ہے کہ کیا عام انتحابات کے بعد منتخب ہونے والی چودھویں قومی اسمبلی کے اراکین گلي محلوں کے مسائل سے باہر نکل کر قومي مسائل پر توجہ دے پائيں گے؟
تاہم سابق حکومت اور مسلم لیگ ن کی حکومت میں یہ فرق ہو گا کہ مسلم لیگ ن کو ایوان میں واضح اکثریت حاصل ہے، اور وہ نسبتاً زیادہ اطمینان سے ملک کو درپیش سنگین مسائل سے نمٹنے کے اقدامات کر سکتی ہے۔
ادھر پنجاب اسمبلی کا اجلاس افتتاحی اجلاس سابق سیپکر رانا محمد اقبال کی صدارت میں ہوا۔
پنجاب اسمبلی کے نو منتخب ارکان نے سپیکر رانا محمد اقبال سے حلف لیا جس کے بعد ارکان نے رجسٹر پر دستخط کیے۔
اجلاس سے خطاب کرتے ہوئے سپیکر رانا محمد اقبال نے نومنتخب ارکان کو مبارکباد دی۔
پنجاب اسمبلی کے نئے قائد ایوان کا انتخاب 6 جون کو ہو گا۔
